Pakistan government that had earlier awarded Kohala HEP 1100 MW to the Chinese clandestinely on a BOT basis is now assessing the possibility of doing it on a government-to-government basis, without tendering and without the government following the Rules. A committee has been set up to approach foreign governments.
Memorandum of Understanding (MoU) was agreed on October 16, 2008 in Beijing between the Pakistan’s Ministry of Water and Power and China International Water and Electric Corporation (CWE) for implementing Kohala on River Jhelum in that part of Kashmir occupied by Pakistan. In November 2009 approval to the MoU was also given. The LoI was issued.
China is making huge investments and inroads into Pakistan. Pakistan suffers from inherent poor infrastructure, financial crunch and lack of domestic heavy industry to execute or finance such large projects. China is utilizing its resources to the fullest to exploit the weaknesses of Pakistan.
